CUPW and CPC have agreed the 2018 Dental Fee Guide will apply, effective January 1, 2019.
As you will recall, during negotiations CUPW and Canada Post agreed and signed language which stated that, as of January 1, 2019 the 2018 Dental Fee Guide would apply, on
January 1, 2020 the 2019 fee guide would apply and finally January 1, 2021, the 2020 fee
guide would apply.

The retroactive payment that was expected to be on Pay Period 4 has been rescheduled for Pay Period 5.

Days four and five of the arbitration on our collective agreements have now been completed. On February 19, 2019 we introduced evidence related to letter carrier delivery and over burdening. On February 21, 2019, National Union Representative Nicolas Presne testified on the technical aspects of letter carrier work. Following video evidence of Cari-Anne Gordon, a letter carrier from Saskatoon on her route, she testified about the difficulties of using the back-to-back method, particularly in extreme cold. This is just one of the hazards that letter carriers have to deal with.

On February 12th, 2019 the Union introduced its first witnesses in the arbitration of the collective agreements.
Correcting the injustices done to us by the unconstitutional 2011 special legislation, health and safety, overburdening, precarious work and equality are our main focus.

On February 6, 2019, after direction from Arbitrator MacPherson, Canada Post provided its position on the matters in dispute for the upcoming arbitration. Not only did Canada Post roll back from its position in November 2018, it did nothing to improve working conditions for Urban Operations members. Canada Post stated in its February 6, 2019 proposal “CUPW’s goal in bargaining appeared to be to regain what it perceives as “rollbacks” that were agreed to in past rounds of bargaining, and were designed to assist the corporation to remain competitive and financially sound.”

Friday January 25 2019
On January 24th we received confirmation from Arbitrator Elizabeth McPherson regarding the issues in dispute that will be argued at Arbitration.
Arbitrator McPherson was appointed by the Government on December 10th, 2018 to arbitrate the RSMC and Urban Collective Agreements as a result of the Back to Work Legislation that was imposed on November 26th, 2018.

The first two days of hearings, in front of Arbitrator MacPherson, are now complete. Much of the time was spent clarifying the “matters” that are still in dispute and will be argued during the arbitration. After hearing the submissions from the CUPW and Canada Post counsels, the arbitrator made her ruling on the matters that are in dispute.

The arbitration process, imposed on us in the back to work legislation, officially begins on Wednesday, January 16, 2019. Your negotiating committee and our legal counsel, along with Canada Post representatives, will meet with Arbitrator Elizabeth MacPherson to discuss the issues in dispute and the arbitration process.

Support Postal Banking - Download and Sign the Petition
Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

The past several months have been very busy for the Union. And in the month ahead, there is still more to come: a federal election, the Industrial Inquiry Commission (IIC) report, Canada Post’s 2024 annual report, and the end of the extension of our collective agreements. We know members have lots of questions about what is going to happen, especially after the extensions of our collective agreements.

Founded in 2011 by Paul and Raven Lacerte, the Moose Hide Campaign began as a grassroots initiative along British Columbia’s Highway of Tears—a region marked by the tragic disappearance and murder of many Indigenous women and girls. The campaign encourages men and boys, alongside all Canadians, to commit to ending gender-based violence.

The April 28 election is happening as we are engaged in a fight for the future of our post office and our jobs. Canada Post is pushing for drastic changes which could lead to job cuts and negatively impact our communities. Canada Post’s sole shareholder is the Government. Who is in government matters. We represent a big voting bloc which could have an impact on election results – particularly in tight races. We can make the future of our public post office an election issue.

Now that hearings for the Industrial Inquiry Commission are complete, we'd like to remind members of some important dates in the weeks ahead. Commissioner Kaplan’s final report to the Minister of Labour is due May 15. His report will give the Minister recommendations about how to resolve the issues in dispute in bargaining. It may also include recommendations about the structure and operations of Canada Post. We made our position clear throughout the hearings that these types of questions must only be dealt with in a fully public mandate review.

Postal workers are well aware that the planet is getting hotter. More and more, we are facing extreme events - such as an increasing number of wildfires with their toxic smoke, lethal heat domes and atmospheric rivers bringing more rain, more coastal storms and more flooding. But it’s children who are most at risk.

A federal election has now been called for April 28, 2025. Although the Canadian Union of Postal Workers does not endorse any party, we will be putting pressure on candidates from all parties to commit to defending our public post office and good stable jobs.
