In the last round of bargaining with Canada Post Corporation (CPC), our union negotiated the right for carriers to prepare unaddressed admail (aka householders or neighbourhood mail) at the end of the day. In the agreement, as long as the overtime process is respected, supervisors can’t use being on overtime as a reason to deny time for admail preparation. This was to apply to collating admail for all points of call (POC) — including centralized POC — when letter carriers have three or more pieces of admail per POC.

The National Executive Board has selected Brother Sylvain Lapointe, National Director of the Metro Montreal Region as Chief Negotiator of the urban negotiating committee. It’s time to call for applications from all members who are interested in serving on the negotiating committees for our two biggest bargaining units – Urban Postal Operations (UPO) and Rural and Suburban Mail Carriers (RSMC).

In our last bulletin, we explained the importance of following the Human Rights Act and the Equal Wage Guidelines and we outlined the first two steps in a Pay Equity Study. The first step was to determine the male comparators and in our case they are all jobs in Group 2 and Mail Despatchers. The second step is developing and confirming the Job Profiles. The third step is developing the Job Evaluation Plan.

Our National Executive Board has prepared this paper to facilitate a discussion with members – a discussion that will develop collective bargaining demands for the 2017-2018 negotiations. Currently the Urban Postal Operations unit (UPO) and the Rural and Suburban Mail Carriers (RSMCs) are under two distinct Collective Agreements (CAs). CUPW will eventually unify these units. Some sections below will lead to demands that either affect one CA or the other (should we not to gain unity in this round), or else create classification-specific language in a unified CA.

Support Postal Banking - Download and Sign the Petition

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

With heavy rain in Eastern Canada and a holiday season devoid of its usual white carpet, the end of 2023 promised a mild winter. However, as we enter 2024, extreme cold is taking the Prairies and the West by surprise. Unfortunately, climate change is becoming more apparent each year, underscoring the urgent need for strong environmental commitments from governments. All the more so as these realities become increasingly harsh for outdoor workers.

Thursday December 21 2023
At the bargaining table this week, the Union and Employer presented starkly clashing visions for the futures of Urban Article 41 and RSMC Article 30, covering surveillance and monitoring. Currently, our collective agreements ensure Canada Post cannot use security camera footage, Global Positioning Systems (GPS), or other electronic monitoring systems to gather evidence to discipline employees. The Employer’s surveillance systems can only be used to protect the mail and corporate property against criminal acts, such as theft.

It’s been an eventful 2023 for CUPW!  We held our National Convention and elected our National Executive Board members and Union Representatives from across the country, we welcomed new private sector workers to our Union, we continued to mobilize workfloors and build worker power in preparation for bargaining, and we expanded our Family and Child Care Connections program.

CUPW launched its postal banking campaign with a giant inflatable piggy bank in downtown Ottawa.
