Every year, on April 28, we honour and remember the people who have died or been seriously injured at work by commemorating the International Day of Mourning. This year, CUPW mourns Brother Godfrey Yeung and Sister Theresa Griffith, postal workers who died after getting sick with COVID-19.

For many people in North America, today is the biggest shopping day of year. On Black Friday, people search for deals, while many workers do their best to accommodate demand. I will not be partaking in Black Friday shopping. Instead, I will remember that two years ago, on November 27, 2018, Prime Minister Trudeau ordered striking postal workers back to work, without any resolution to our issues.

The planet is burning. California is ablaze. Large swaths of Western Canada and the US are so smoke filled that it is unsafe to go outside. The air quality is so bad in parts of British Columbia that Canada Post suspended mail delivery in many locations. These fires and the resulting smoke are a direct result of climate change. The ground is tinder dry and the trees are weakened because of a lack of water and other nutrients. Sadly, forest fires are an all too common result.

Only one year ago, we had just finished our national convention and I wrote that I would follow through with “my commitment to build a united union, to fight the attacks on all our members and to mobilize the membership” for the future. How could we have ever predicted that our members would play such a crucial and historically unprecedented role in our communities? During this pandemic, we are doing what we do best.

Every year on April 28, we take time to remember and honour the many workers who have passed away, were injured, or made ill because of the work they do. It is completely unacceptable that 1,000 workers in this country lose their lives in the workplace every year.

First of all, I want you to know that during this time of crisis, our CUPW leadership is absolutely focused on protecting our membership in every way we can. We are facing the most significant health crisis in memory and I know that our families and members — and all working people— are worried, unsure of what tomorrow will bring and facing hardships and extremely difficult challenges and decisions.

Like most sensible people, the Canadian Union of Postal Workers (CUPW) sees a 1.8% profit margin on revenues at Canada Post as great news: modestly better than break-even, with some extra cash to reinvest in the service – isn’t that exactly how we want a crown corporation to perform? Of course, it’s on brand for the Motley Fool to throw out conventional wisdom and make an unorthodox proposal to butcher and privatize the Canada Post Group of companies. The thing is, it’s far-fetched and based on little understanding of how the postal system works, therefore no constructive ideas about improving it.

Negotiations have barely started and already, the public attacks on postal workers’ pensions have begun. This week, the National Post ran an op-ed attacking postal workers’ pensions. Terrence Corcoran goes beyond all sane limits, not only painting a biased picture of the pension plan, but in fact blaming postal workers for “concocting” Finance Minister Bill Morneau’s glaring conflict of interest.

Support Postal Banking - Download and Sign the Petition
Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

Today, May 23, is the first day of a nationwide overtime ban. As of 12:01 a.m. today, members were called on to refuse to work more than eight hours a day and more than 40 hours a week. This is a legal strike action and all CUPW members must follow this direction.

The National Executive Board has called for a nationwide overtime ban effective May 23 at 12:00 am local time. That means members are being called on to refuse to work any more than eight hours in a day and refuse to work more than forty hours in a week.

Today, May 21, our negotiation committees received global offers from Canada Post for both the Urban Postal Operation (UPO) and the Rural and Suburban Mail Carriers (RSMCs) bargaining units. The Negotiators are currently reviewing and analyzing the offers’ contents. We will provide a more in-depth analysis shortly, but here are some of the main elements of the offers below...

On Monday, May 19, CUPW issued a 72-hour strike notice to Canada Post. This action was not taken lightly, but it was done for several reasons.
The collective agreements for the Urban Postal Operations and the Rural and Suburban Mail Carriers bargaining units, which were extended by the Government in December 2024, are set to expire Friday, May 23 at midnight.

Commissioner Kaplan’s report of the Industrial Inquiry Commission skews heavily in favour of Canada Post’s positions and recommendations. We fundamentally disagree with the bulk of its recommendations and challenge some of the information on which it was based. We have also objected to the entire process, but we felt that we had to participate in order to give voice to postal workers. The report also outlines three possible steps forward after May 22. It is important to note that this is not a done deal. It is up to Minister Patty Hajdu to decide what to do with the report – if anything at all.

May 18 is Tamil Genocide Remembrance Day. Every year, on this day, we remember the Tamil people who have died since 1948 because of the genocide committed against the Tamil people by the Sri Lankan state, including the massacre in Mullivaikkal, Sri Lanka, in May 2009.

We received Commissioner Kaplan’s lengthy report today on bargaining between CUPW and Canada Post. It comes out of the Industrial Inquiry Commission convened by the former Minister of Labour, Steven MacKinnon, under section 108 of the Canada Labour Code.

Canada Post put out a message today to all CUPW members in the Urban Postal Operations and Rural and Suburban Mail Carriers units about benefits coverage and working conditions upon the expiry of the collective agreements on May 22.
