As directed by Arbitrator Flynn, the parties have been meeting to try to resolve several issues. PCI Delivery, Lock Changes and Householders - The parties are meeting on these issues in an effort to determine the implications of Arbitrator Flynn’s decision with respect to the wage gap, the pension and the time values associated with these work processes.

In a previous round of bargaining, Canada Post Corporation’s Chief Negotiator for the RSMC unit called the RSMCs a ‘competitive advantage,’ referring to the cost savings Canada Post realized from the wage gap between RSMCs and Urban unit letter carriers. Now Canada Post must eat those words.

In her 176 page decision, Arbitrator Flynn accepted the “derived hourly rate” methodology proposed by CUPW and rejected the point of call approach proposed by Canada Post Corporation. She stated: “the Tribunal comes to the conclusion that the Corporation’s methodology must be rejected. It is not reasonably accurate nor is it reliable. Rather, it is fundamentally flawed and , consequently, produces so-called compensation results that do not correspond to the employees’ respective realities in light of all the evidence that was adduced in this case.”

Rural and Suburban Mail Carriers Ruled Equal to Letter Carriers in Landmark Pay Equity Case - Ottawa – Rural and Suburban Mail Carriers (RSMC) earned a long-awaited victory, as an arbitrator ruled they do work of equal value to urban letter carriers and that there is a wage gap between the two groups. Arbitrator Maureen Flynn also rejected how Canada Post assessed RSMC compensation, accepting instead the methodology presented by the Canadian Union of Postal Workers (CUPW).

Rural and Suburban Mail Carriers make 25% less than their Urban Male Counterparts at Canada Post - OTTAWA - Hearings begin next week into the largest active pay equity case in Canada. At the end of collective bargaining in 2016, the Canadian Union of Postal Workers (CUPW) and Canada Post reached a separate agreement to expedite the pay equity process for Rural and Suburban Mail Carriers (RSMC).

In 2016 we reached agreement with Canada Post on new dimensions and weights for unaddressed admail (aka neighbourhood mail, householders). The agreement included changes in per-piece payments – increases and decreases – to gain increased time values for the preparation work.

On August 28, the parties met with Maureen Flynn, the arbitrator appointed under the RSMC Pay Equity Memorandum of Understanding (MOU).

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. The Federal mediators advised us that Canada Post has cancelled today’s (August 25) planned meeting. The Corporation says it needs more time to review our latest global offers. We are expecting to receive more questions from Canada Post about our offers through the Federal mediators.

Yesterday, August 20, CUPW’s Negotiating Committees returned to the bargaining table to present comprehensive global offers for both the RSMC and Urban bargaining units. While we had planned to meet again tomorrow, Canada Post has told us today that it needs more time to review our offers.
