As the debate carries on over the back to work legislation, your negotiating committee is continuing to work with mediator Mr. Morton Mitchnick. We will continue as long as we can to attempt and achieve negotiated collective agreements. Legislation and arbitration are not the way to resolve this dispute and to try and improve the relationship between CUPW and Canada Post.

In an effort to achieve negotiated collective agreements and end the strike activities, the Minister of Labour, Ms Patty Hajdu has given mediator Mr. Morton Mitchnick another mandate. This government has said they agree that a negotiated settlement is the best resolution in the long run, they believe in free collective bargaining and agreed to renew the mandate of the mediator Morton Mitchnick for a short period of time. CUPW believes that the threat of back-to-work legislation will undermine the chances of negotiated settlements. We’ll do our best to reach a negotiated settlement as quickly as possible with the assistance of the mediator. We will see shortly if this was a real attempt to achieve negotiated settlements.

Your negotiating committee worked long hours all weekend with the assistance of Mediator Morton Mitchnick, in an attempt to unblock what seemed to be an impasse. We met with both the mediator and Canada Post numerous times over the weekend and we will continue to meet with the objective to achieve negotiated settlements. Your negotiators are determined to get the agreements that you deserve.

The mediator appointed by the Government to assist the parties, Mr. Morton Mitchnick has now arrived in Ottawa.

On Wednesday, October 24, 2018, Minister of Labour Ms Patty Hajdu appointed Mr. Morton Mitchnick as a special mediator to assist the parties in reaching negotiated collective agreements. Your negotiating committee will work with the special mediator and Mr. Peter Simpson, Director General of the Federal Mediation and Conciliation Services, to achieve the improvements that we need in our collective agreements.

Today the Employer responded to a new proposal aimed at achieving our demand to address overburdening. The answer was NO. The injury rate at Canada Post is the highest of all federal industries and 5.4 times higher than the average of the federal sector. The official line of management is “We are not happy with the results. Clearly more work must be done”.

Since the Union issued 72-hour strike notice to Canada Post on Tuesday, October 16, 2018, there has been no response from Canada Post. Your negotiating committee is ready, willing and determined to get back to the bargaining table.

Update #1 - As previously reported, the CUPW Negotiating Committee submitted global offers to the Employer on Friday September 14, 2018. We have yet to receive any response from the CPC concerning these offers.

This is a critical stage in our bargaining process. As in the past, we will do everything possible to achieve an agreement without a strike. Over the decades, we’ve seen time and again that when bargaining is tough, the only thing that gets Canada Post Corporation (CPC) moving is a powerful strike mandate – it’s where our bargaining power really comes from. Still, if we have not reached agreements by September 26, 2018, we will have to be ready for some type of job action. In striking down the back-to-work legislation of 2012, Justice Firestone found that our right to strike is protected by the Canadian Charter of Rights and Freedoms. Therefore, management will have to negotiate. This time, they can’t sit back and wait for back-to-work legislation to impose their rollbacks.

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

CUPW negotiators met with Canada Post, March 1 – 2, to resolve our bargaining dispute and achieve new collective agreements for the Urban and RSMC units. CUPW came to the bargaining table prepared to negotiate collective agreements that will benefit postal workers and strengthen the public post office for generations to come. The Union offered meaningful proposals to help Canada Post expand into weekend parcel deliveries, while protecting full-time jobs. However, the Corporation continued to push for serious rollbacks that would gut our agreements, explode part-time and temporary work, and undermine our full-time jobs.

OTTAWA– Tomorrow, CUPW and Canada Post will be meeting in Ottawa for two days to resume Negotiations. CUPW is trying to negotiate new collective agreements for both Urban and Rural and Suburban Mail Carrier (RSMC) bargaining units which will both benefit postal workers and strengthen our public post office - now and for future generations.

This weekend, March 1 and 2, CUPW and Canada Post negotiators will reconvene in Ottawa to resume bargaining and trying to secure new collective agreements for Urban and RSMC units.
