During the arbitration process imposed through Bill C-89, CUPW proposed many changes to the payment of hours worked by RSMCs, including regular, overtime, and weekend hours. For us, it is inconceivable that a worker would not be paid for all his or her hours of work.

Arbitrator MacPherson informed the parties that a clerical error had crept into her decision on the RSMC collective agreement. She confirmed that wage increases will take place on January 1st of the years 2018, 2019, 2020 and 2021 (as was the case in the previous collective agreement) and not on February 1st.

In her June 11, 2020 decision, Arbitrator MacPherson rejected the Union’s proposal to reduce the number of pay increment levels and raise minimum wage levels for employees hired on or after February 1st, 2013. However, her decision is imposing a change to the urban collective agreement that deserves particular attention.

CUPW has received Arbitrator Elizabeth MacPherson’s decision regarding the collective agreements for our two bargaining units at Canada Post: Urban Operations and Rural and Suburban Mail Carriers. Her awards are comprehensive and lengthy. CUPW’s negotiating committee is analyzing the details of the awards and we will provide further information shortly.

On May 6, CUPW and Canada Post presented their respective oral arguments to Arbitrator Elizabeth MacPherson. The arbitration is finally complete and now we have to wait for the decision.

You may have heard by now the PSAC-UPCE and Canada Post have reached a tentative agreement. We do not know the details of this agreement, other than it is a four year agreement expiring in August 2024. Canada Post talks a lot about improving collaboration. Why won’t it start by negotiating with CUPW?

Late yesterday afternoon, Canada Post counsel notified the Arbitrator and our counsel that they would not cross examine either Cathy Kennedy or Sylvain Lapointe. They also stated that they would have no sur reply evidence. This was confirmed via video conference this morning. The evidence portion of the arbitration is now complete.

In Ontario, there is a mandatory government order to close non-essential businesses due to COVID-19. Despite this order, we wanted to ensure that the arbitration hearing continued, so we worked with the Arbitrator, CPC and our IT department to find a way to proceed. This process has been going on for a very long time and we are very close to the end.

Support Postal Banking - Download and Sign the Petition
Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

Wildfire season is early again this year. Fires are already raging in the northern part of the Prairies, in some Eastern provinces and in more isolated locations across the country. This is simply a reminder that we need to be ready to respond when such a situation arises again this year. In fact, some communities in Manitoba have received evacuation notices, and it is very likely that others will have to be evacuated over the coming weeks. In some part of Canada, the winter was mild with very little precipitation, increasing the risk of outbreaks. Therefore, we must once again be vigilant and ready to take the necessary measures to ensure everyone’s safety.

Today, May 28, Canada Post presented what it calls its “best and final” offers for both the RSMC and Urban bargaining units.
While Canada Post insists that its offers reflect the Union’s demands from our May 25 proposal, there are almost no changes from what the Employer put forward on May 21. There's no question: Canada Post is not negotiating. Canada Post is playing hardball.

The Union has now heard back from Canada Post through the federal mediators. The Employer has proposed to return to the bargaining table Wednesday (May 28) to provide the Union with a response to our latest proposals.

Union negotiators and the National Executive Board spent the last few days, and nights, reviewing the Employer’s last offers and preparing responses to issues in the offers and issues important to the Union that the Employer failed to acknowledge.

Today, May 23, is the first day of a nationwide overtime ban. As of 12:01 a.m. today, members were called on to refuse to work more than eight hours a day and more than 40 hours a week. This is a legal strike action and all CUPW members must follow this direction.

The National Executive Board has called for a nationwide overtime ban effective May 23 at 12:00 am local time. That means members are being called on to refuse to work any more than eight hours in a day and refuse to work more than forty hours in a week.
