The Canada Post 2016 second Quarter Financial Report has been released and it contains lots of good news for postal workers and for the public. The Report reveals that even without a rate increase for letters, CPC has reported record revenues from operations. It also reported its best financial results since 2010. All indications are that 2016 will be a very profitable year, despite the efforts of management to instruct large volume mailers to avoid mailing in June 2016 in anticipation of a planned lock-out.

As the end of our strike vote mandate looms ever closer, what is Canada Post waiting for? Are they content to sit back and see what we will do on August 25? Do they want us to take some form of strike action so that they can then lock us out? Do they want negotiated collective agreements or do they want to battle this out?

There have been many questions about how the Canada Labour Code applies to our current situation. As you know, we held a strike vote and that mandate is good for 60 days. Our 60-day period ends on August 25, 2016. What are our options at that point?

Negotiations are continuing in an effort to achieve new collective agreements for both the RSMC and Urban bargaining units. The parties are working long hours to achieve this goal. We remain committed to negotiating fair collective agreements, as we have since the beginning of this process. We're encouraged that Canada Post now shares that perspective. We have no plans to issue a 72-hour notice.

The Union continues to be opposed to interest arbitration. As mentioned in previous bulletins, the Union fought against the unfair and unconstitutional legislation that took away our right to free negotiations in 2011 and we won. Why would we give up that right?

On July 7, 2016 Canada Post served the Union with a second 72- hour notice of lockout. This notice takes effect as of 12:01 am on Monday, July 11, 2016. CPC claims that they want to negotiate but they refuse to move on our key issues. Will CPC continue to issue 72-hour notices? In locations across the country, CPC has begun the process of reducing Group 1 part-time schedules to the bare minimum hours and swipe or access cards are being deactivated. What will happen on Monday? Only time will tell.

CPC has effectively refused CUPW’s offer for a 30-day cooling off period to address concerns about “uncertainty” in the mail system and give negotiations a chance to succeed. Instead management is proposing a process of compulsory arbitration to commence 30 days from now. If CPC knows there is a process of arbitration after 30 days they will simply continue to issue ultimatums and use the time to prepare their arbitration presentations. That is a prospect that the Union will not accept.

Yesterday we reported that CPC provided us with letters outlining their response to our global offers, which we presented on July 1st, 2016. CPC’s letters stated that they reject our position and will withdraw their June 25th global offers “in their entirety” at the expiry of any 72-hour notice provided by either party. Last night at 11:47 PM, CPC filed its 72-hour notices of lock-out.

Today, CUPW and Canada Post negotiators met in the presence of the mediators. There was a very frank discussion of the differences between the parties. CPC provided CUPW with a letter outlining their response to the CUPW global offer which we presented on July 1, 2016. The Corporation did not reply in any great deal except to say that it was “disappointed” with the Union’s offer. Instead, the letter of the Corporation states that it will withdraw its June 25th global offer “in its entirety” at the expiry of any 72-hour notice provided by either party. This means that with the exception of the agreement on GPS and the use of Maximo, all agreements and initialled clauses will be null and void. This includes the agreement on householders and any progress made on parcel delivery and any other issue. Other than this threat, CPC had nothing to offer.

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. The Canada Industrial Relations Board (CIRB) opened the government-imposed vote on Canada Post’s “final” offers today, July 21. Voting will run until 5 pm ET on August 1. The Union – from the Negotiation Committees to the National Executive Board to many Locals and Elected Union officials across the country – is calling on all members to decisively REJECT these offers.

VOTING PERIOD - You may vote anytime from 7:00 a.m. EDT on July 21, 2025, until 5:00 p.m. EDT on August 1, 2025. / METHOD OF VOTE - The vote will be conducted by Simply Voting on behalf of the Canada Industrial Relations Board (CIRB) by Internet and by phone. Eligible voters who have provided an email address to Canada Post will receive a letter by email at 7:00 a.m. EDT on July 21, 2025, from Simply Voting, outlining how to vote and providing a personal identification number (PIN), which is required to cast a vote.

Sisters, Brothers, Friends, This moment is crucial in our struggle. Canada Post, supported by the Federal Government, is trying to weaken our Union and diminish our bargaining power. On June 12, the Minister of Jobs and Families, Patty Hajdu, took the unprecedented step of forcing us to vote on Canada Post’s so-called “best and final” offers. This action bypasses the bargaining demands that you put forward and ratified, disregards your representation by the negotiation committees, and undermines the very foundation of free and fair collective bargaining.

This round of bargaining is not just about wages or benefits; it’s about protecting the very future of our work. Group 1 workers need to know what’s at stake. Management has made it clear they want to close corporate retail counters. Canada Post has publicly called for the end of the moratorium on the closure of post offices in rural areas so it can either close or franchise these post offices.

Today, July 16, the Canada Industrial Relations Board (CIRB) announced that the government-imposed vote on Canada Post’s collective agreements will begin at 7:00 a.m. (Eastern Daylight Time) on Monday, July 21, 2025, and will run until 5:00 p.m. (Eastern Daylight Time) on Friday, August 1, 2025.

On Monday, July 14, the Canada Industrial Relations Board (CIRB) issued its decision regarding the content of the offers that members will be voting on in the upcoming government-imposed ratification process. Once again, the CIRB has sided with Canada Post.

Immediately following the announcement of the vote results, CUPW will contact management and invite them to return to the bargaining table. Both sides must make a commitment to stay at the table until we have an agreement. During negotiations, CUPW will maintain our overtime ban but not take any additional actions such as a rotating or full-scale strike.

The devil is in the details. Taking a deeper dive into CPC’s offers and comparing its summaries to its proposed collective agreement language, you’ll find that not everything is quite how Management has made it out to be.

The RSMC and Urban Bargaining Committees have unanimously recommended that ALL members decisively reject Canada Post’s “final” offers. At the National level, the National Executive Board is unanimous in its recommendation to reject the offers. The vast majority of your elected Union representatives from across the country also agree: the Employer’s May 28 offers do not meet our needs and must be rejected.
