    We are coming up to the final phase of the wage adjustment for Pay Equity. As of now, we are on course for the payment to be released sometime in October. Phase 3 payment will include payments for Rest Period Allowance, PCIs and Admail. RSMCs will also see adjustments on their Schedule A for activity values for PCIs and Lock Changes.

    While the retroactive wages have been paid and the phase three payments remain on track for this fall, there are other issues we are working on.

    The retro wage payment for the Pay Equity award is on schedule.

    It will be paid on pay period 12, June 13, 2019.

    A date for the retroactive payment of wages based on the Pay Equity Award for RSMCs has been set. Canada Post was targeting to have the payment out some time in the summer. We have been informed that the retro payment is planned for the June 13th pay.

    The retroactive payment that was expected to be on Pay Period 4 has been rescheduled for Pay Period 5.

    Changes To The Canada Revenue Agency Automobile Allowance Rates - On January 4, 2019, the Canada Revenue Agency increased the per-kilometre non-taxable automobile allowance. In accordance with clause 33.01(b), changes to the Canada Revenue Agency’s automobile allowance rates become applicable sixty (60) days following the Canada Revenue Agency’s effective change date.

    The potentially impacted employees are those hired into the CUPW-UPO bargaining unit on or after February 1, 2013 and either promoted or transferred into a new function with a higher maximum rate of pay. The Union has been in discussions with CPC since August 2018 about how they were incorrectly calculating pay increments for indeterminate employees, and have finally gotten an agreement.     This is it, as of January 1st, RSMCs will finally see the result of the pay equity process on their pay stub for pay period #2 (December 30, 2018 to January 12, 2019), which you will receive on January 24, 2019. Your activity values will be increased to reflect the salary rate of letter carriers. You will also be entitled to new paid leaves, will have access faster to an increased amount of annual leave, and will be eligible to pre-retirement leave and other benefits described below in this bulletin.

    The Pay Equity Implementation Committee has been meeting with Canada Post representatives to establish timelines for the payment of the retroactive amounts owing to RSMCs. These payments will be made in lump sum amounts.

    Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

    Today, May 28, Canada Post presented what it calls its “best and final” offers for both the RSMC and Urban bargaining units. While Canada Post insists that its offers reflect the Union’s demands from our May 25 proposal, there are almost no changes from what the Employer put forward on May 21. There's no question: Canada Post is not negotiating. Canada Post is playing hardball.

    The Union has now heard back from Canada Post through the federal mediators. The Employer has proposed to return to the bargaining table Wednesday (May 28) to provide the Union with a response to our latest proposals.

    Union negotiators and the National Executive Board spent the last few days, and nights, reviewing the Employer’s last offers and preparing responses to issues in the offers and issues important to the Union that the Employer failed to acknowledge.

    Today, May 23, is the first day of a nationwide overtime ban. As of 12:01 a.m. today, members were called on to refuse to work more than eight hours a day and more than 40 hours a week. This is a legal strike action and all CUPW members must follow this direction.

    The National Executive Board has called for a nationwide overtime ban effective May 23 at 12:00 am local time. That means members are being called on to refuse to work any more than eight hours in a day and refuse to work more than forty hours in a week.

    Today, May 21, our negotiation committees received global offers from Canada Post for both the Urban Postal Operation (UPO) and the Rural and Suburban Mail Carriers (RSMCs) bargaining units. The Negotiators are currently reviewing and analyzing the offers’ contents. We will provide a more in-depth analysis shortly, but here are some of the main elements of the offers below...
