Dear Prime Minister Trudeau and Minister Miller,
CUPW represents more than 55,000 workers across the country, the majority of which work for Canada Post as letter carriers, rural and suburban mail carriers, postal clerks, mail handlers and despatchers, technicians, mechanics, and electricians. We also represent couriers, delivery drivers, warehouse workers, cleaners, emergency medical dispatchers and other private sector workers.

The majority of our members work at Canada Post, but we also represent workers in the private sector; including couriers, cleaners and first responders. In short, our union represents the vital frontline workers that never stopped working during this COVID crisis.

Minister Morneau, I am writing on behalf of over 50,000 postal workers, including Foodora couriers, whom we’ve filed an application to represent, and in support of the thousands of gig-economy delivery workers who have been deemed essential during the current COVID-19 pandemic. We call on the Federal Government to extend the Canada Emergency Response Benefit Act (CERB) to all workers who have seen a reduction or elimination or work due to the COVID-19 pandemic.

The arbitration process, imposed on us in the back to work legislation, officially begins on Wednesday, January 16, 2019. Your negotiating committee and our legal counsel, along with Canada Post representatives, will meet with Arbitrator Elizabeth MacPherson to discuss the issues in dispute and the arbitration process.

In an effort to achieve negotiated collective agreements and end the strike activities, the Minister of Labour, Ms Patty Hajdu has given mediator Mr. Morton Mitchnick another mandate.
This government has said they agree that a negotiated settlement is the best resolution in the long run, they believe in free collective bargaining and agreed to renew the mandate of the mediator Morton Mitchnick for a short period of time. CUPW believes that the threat of back-to-work legislation will undermine the chances of negotiated settlements. We’ll do our best to reach a negotiated settlement as quickly as possible with the assistance of the mediator. We will see shortly if this was a real attempt to achieve negotiated settlements.

On Wednesday, October 24, 2018, Minister of Labour Ms Patty Hajdu appointed Mr. Morton Mitchnick as a special mediator to assist the parties in reaching negotiated collective agreements. Your negotiating committee will work with the special mediator and Mr. Peter Simpson, Director General of the Federal Mediation and Conciliation Services, to achieve the improvements that we need in our collective agreements.

Dear Minister Foote: I have attached our critique of the discussion paper that was produced by the Canada Post Review Task Force. As you will see from this document, the Task Force’s paper misrepresents the financial realities of Canada Post as well as other matters. It uses very selective information and omits important developments that will dramatically impact the future of our public postal service. The paper also gets some basic facts wrong.

Support Postal Banking - Download and Sign the Petition
Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

This moment is crucial in our struggle. Canada Post, supported by the Federal Government, is trying to weaken our Union and diminish our bargaining power. On June 12, the Minister of Jobs and Families, Patty Hajdu, took the unprecedented step of forcing us to vote on Canada Post’s so-called “best and final” offers. This action bypasses the bargaining demands that you put forward and ratified, disregards your representation by the negotiation committees, and undermines the very foundation of free and fair collective bargaining.

Management has made it clear they want to close corporate retail counters. Canada Post has publicly called for the end of the moratorium on the closure of post offices in rural areas so it can either close or franchise these post offices.

Today, July 16, the Canada Industrial Relations Board (CIRB) announced that the government-imposed vote on Canada Post’s collective agreements will begin at 7:00 a.m. (Eastern Daylight Time) on Monday, July 21, 2025, and will run until 5:00 p.m. (Eastern Daylight Time) on Friday, August 1, 2025.

On Monday, July 14, the Canada Industrial Relations Board (CIRB) issued its decision regarding the content of the offers that members will be voting on in the upcoming government-imposed ratification process. Once again, the CIRB has sided with Canada Post.

Immediately following the announcement of the vote results, CUPW will contact management and invite them to return to the bargaining table.
Both sides must make a commitment to stay at the table until we have an agreement.
During negotiations, CUPW will maintain our overtime ban but not take any additional actions such as a rotating or full-scale strike.

It provides university level courses on issues related to work and the rights of workers in Canada. It gives graduates the necessary tools to be effective leaders in their union, their labour council, and the wider labour movement for the benefit of all workers.

The RSMC and Urban Bargaining Committees have unanimously recommended that ALL members decisively reject Canada Post’s “final” offers.
At the National level, the National Executive Board is unanimous in its recommendation to reject the offers. The vast majority of your elected Union representatives from across the country also agree: the Employer’s May 28 offers do not meet our needs and must be rejected.

We have heard that some members are unhappy with the overtime ban strike activity, so we want to help clarify the situation. Your National Executive Board (NEB) decided on this action after hearing feedback about loss of income in the 2024 strike, other input, and debate about strategy. While every member does not work overtime, taking this action means every member will still receive their regular pay. The negotiations demands ratified by members include staffing of positions where overtime and temporary hours are extreme or abusive. This includes adding more permanent positions in Group 1 and properly building routes in Group 2.
