New Delivery Photo Confirmation

Canada Post recently introduced a new delivery photo confirmation procedure requiring letter carriers and RSMCs to use the Portable Data Terminal (PDT) to take a photo of items that are safe dropped at residential addresses, replacing the previous procedure of carding and safe dropping items.

We briefly consulted with Canada Post on July 19 (RSMC) and July 26 (Urban). The Union asked several questions that remain unanswered. We especially brought up the issue of time values under the new procedure, to which Canada Post responded by saying they do not see the need to introduce new time standards.

In response to Canada Post’s position on time values, the Union is diligently analyzing its options.

Urban members should note that during a volume count, safe dropped items must be recorded as items that do not fit in the mail receptacle. There is no disagreement between the parties on this point. For RSMCs members, these items are personal contact items (PCIs) and must be added to the Log-Sheet.

The new procedure has been placed on the agenda of the September 7 meeting of the National Joint Health and Safety Committee (NJHSC) to ensure that it creates no additional risk for workers. The NJHSC will also review the training required for this new process. We encourage you to raise any health and safety concerns with your Local Joint Health and Safety Committee (LJHSC).

In the meantime, CUPW encourages members to familiarize themselves with the Corporate Manual System (CMS) Safe Drop Process. Please refer to CMS 1202.39, Section 3, Procedures and Guidelines.

Essentially, if the conditions to perform a safe drop delivery are not met, the item(s) should be carded and the delivery notice card process should be followed. See CMS 1202.38.
