Due to the current circumstances (COVID-19), we are no longer meeting with Canada Post. However, we will continue to review remotely the issues pertaining to the 2011 Lockout. On April 2, 2020 (Pay Period 7), CPC will issue another payment to affected members who have not been paid for bereavement, marriage leave and vacation entitlement.

We continue to meet regularly with Canada Post to resolve more issues pertaining to the 2011 Lockout. CPC will issue another payment on October 2, 2019, Pay Period 20, to those affected members who have not been paid for their entitlement under Article 21 (special leaves) of the collective agreement. CPC will not be sending out a letter of notification with an explanation for these payments.

On July 4, CUPW and the employer signed a Memorandum of Agreement to establish a committee to review the collective agreement articles concerning Groups 3 and 4. We need two (2) union representatives on this committee. Its mandate will be to review all the articles concerning Groups 3 and 4 in order to reach, if possible, an agreement to standardize these provisions. Its mandate will also be to develop a job description for the new Lead Hand classification in Groups 3 and 4.

Sisters and Brothers: The federal government, through Employment and Social Development Canada, announced changes to Part III of the Canada Labour Code (CLC). Among other things, these changes deal with flexible work arrangements and personal leave, extended bereavement leave, leave to support victims of family violence, leave for traditional indigenous practices, the right to refuse overtime to carry out family responsibilities and a thirty (30) minute break for every five consecutive hours of work.

We have signed two memorandums of agreement (MOA) with Canada Post that define the timelines to implement the language that has been agreed to and signed during this round of negotiations. We also signed a MOA that will update all expiry dates in the Urban collective agreement to the date of signing of the new collective agreement.

Union Completes Evidence - Day 20 started with the cross examination of Nancy Beauchamp, Chief Negotiator RSMC. She reaffirmed the reasons why we must have language, in the collective agreement, to maintain Pay Equity.

In the current round of negotiations, the parties (CUPW and CPC) agreed to create a new classification in Group 3 (VHE-10 Full-Service Vehicle Mechanic) and to form a committee to study and implement changes in an effort to streamline the roles in Groups 3 and 4. The committee will begin its work as soon as possible and any changes, if agreed upon, will be implemented during the life of the new collective agreement.

On Day 18, Cathy Kennedy, member of the negotiating committee, testified to our demands to increase the amount of injury on duty pay for both bargaining units and to have RSMCs who are injured at work be paid directly by Canada Post. This would give RSMCs equality with Urban.

On Day 15, Toni MacAfee – Atlantic Regional Education and Organization Officer testified about negative, non-medical comments that Canada Post management was telling Great-West Life/Morneau Shepell Case Managers to enter in employees’ STDP files. After that, Geoff Bickerton – Director of Research testified on the history of Group 1 staffing and how we have fought for many years to maximize full-time employment and how important this issue is to us.

We’ve been participating in the arbitration process set down by Bill C-89, the back-to-work legislation that passed last November. Although we believe the law is unconstitutional and violates our charter rights, we will abide by it while we challenge it in the courts. That’s why you’re currently working under the terms of the expired contracts, and that’s why we are in this arbitration process.

Support Postal Banking - Download and Sign the Petition

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

As per our previous bulletin, CUPW members continue to raise serious concerns about the email sign-up process being conducted by Canada Post on behalf of the Canada Industrial Relations Board (CIRB). According to the CIRB, this is being done: “To ensure receipt of your PIN necessary to vote, by email, the Board is requesting that everyone update their email address... The deadline to update your email address is Monday, July 7, 2025, at 11:59 p.m. (ET).” The Union has asked for an extension, but we do not yet know if one will be granted. We are concerned that Canada Post is focused on speed rather than ensuring members get access to vote.

CUPW members have always had a voice. Canada Post is acting like you don’t by saying this vote provides you with an opportunity to have a voice. But this forced vote is an attack against CUPW’s right and ability to represent you and it violates our long-standing democratic processes that were created by CUPW members just like you.

Yesterday July 2, hearings for our unfair labour practice complaint against Canada Post started at the Canada Industrial Relations Board (CIRB). Hearings continued today, July 3. Our complaint is under sections 94 (1) and 97 (1) of the Canada Labour Code. Yesterday, we brought evidence to the CIRB to show that Canada Post has chosen to bargain directly with members and undermine the Union’s exclusive bargaining rights, all while trying to discredit the Union’s reputation.

On June 30 1981, CUPW members from sea to sea to sea went on a nationwide strike. One of the main issues in the strike was a maternity leave top up –or paid maternity leave so that women would not lose money when they took leave to have children.

We have received a number of concerns from members who are trying to update their email addresses for the so-called final offer vote. It has only been one day since we received that directive from the Canada Industrial Relations Board (CIRB).

As you are aware, on June 12th, 2025, the Minister of Jobs and Families ordered the conduct of a vote on Canada Post’s final offers from May 28th, 2025 for the Urban and RSMC bargaining units and has directed that the CIRB be in charge of conducting said votes.

Canada Post intends to attack our job security in upcoming rounds of bargaining. They made this crystal clear in their submissions to the Industrial Inquiry Commission (IIC) chaired by William Kaplan. They are actively rolling out automation at work sites.

Canada Post says its wage offer provides for a pay increase of 6% in the first year followed by increases of 3%, 2% and 2% in subsequent years. CUPW says CPC’s offer for the first year does not come close to being a pay increase of 6%. Who is telling the truth?

Today, June 20th, 2025, we had our first meeting with the Canadian Industrial Relations Board (CIRB) to discuss details of the upcoming government-imposed vote on Canada Post’s May 28th, 2025 final offers for both postal bargaining units. The meeting was virtual and hosted by the CIRB and lasted about one and a half hours. This meeting was scheduled for preliminary discussions to address some aspects of the process regarding the way the vote would be conducted. The subject identified by the CIRB to be on the agenda were as follows

In its efforts to convince postal workers to accept its so called “best and final offer”, Canada Post claims to have dropped many of its original proposals for rollbacks. It says it no longer has plans to put all new employees on defined contribution pensions. It says its proposals will not end route ownership for letter carriers and RSMCs. It says it is not attacking job security. It even says it is no longer demanding higher premiums for retiree benefits. What it does not say is that it has plans to bring every one of these rollbacks back to the negotiating table.

CUPW launched its postal banking campaign with a giant inflatable piggy bank in downtown Ottawa.
