Canada Post Corporation has advised CUPW of an intention to discontinue access to High-Risk Leave provisions for members starting February 21, 2022. The Corporation advised members in writing in January; some members may have already received a letter. CPC’s position is that members who have a condition preventing them from coming back to work should apply for other types of leave. CUPW disagrees with the Corporation’s intent to unilaterally cancel the leave and recommends that members who may be affected file grievances, both for the cancellation of the High-Risk Leave and/or the denial of other forms of leave.

On January 18, the second arbitration hearing was held on the merit of our grievance against Canada Post Corporation’s (CPC) mandatory vaccination practice. On January 10, we filed all our evidence in 10 affidavits. One affidavit was from the undersigned, one from our expert witness, one from our National President, Jan Simpson, and there are seven other affidavits from members who have experienced hardship because of the vaccination practice.

The National Executive Board has passed a motion to reimburse Locals for half the cost of providing N95 or equivalent masks for members to wear at work. Following the recent conflicts between members who wish to provide their own N95 masks and their supervisors, CUPW has decided to be more proactive about face coverings. We must continue to do all we can to prevent spread of the Coronavirus-19 in our workplaces.

Retraction: Canada Post Corporation advised CUPW today (December 15, 2021) that it has revised its plans after discussions with CUPW, and will not end high-risk leave on January 22, 2022 as originally planned. Bulletin 326 (December 14, 2021) regarding high-risk leave is no longer accurate.

Since the arbitrator did not issue a cease-and-desist order (similar to an injunction) as per our application regarding Canada Post Corporation's vaccination practice, the next step is for an arbitrator to hear the merit of the case by way of priority.

All members actively at work were required to attest to vaccination status by November 26 or be placed on leave without pay. This is an update for those who did attest. Canada Post Corporation has established a national safety audit and compliance team to perform random spot-checks. You may be contacted and asked for proof of the status you attested to.

This is a follow-up from our bulletin dated November 25 announcing that our Cease and Desist application against Canada Post’s mandatory vaccination practice was denied. As per the jurisprudence, in order for a Cease and Desist to be granted, the Union must meet all of the five (5) criteria specified in clause 9.93 of the Urban collective agreement.

Arbitrator Burkett did not grant the cease and desist order against Canada Post’s vaccination practice. Due to the short timeline in the implementation of the practice, the arbitrator advised the parties of his decision, and will send his reasoning and the full decision at a later date.

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. On June 12, Minister of Jobs and Families Patty Hajdu granted Canada Post’s request and chose to force a vote on the Employer’s “best and final offers” for both postal bargaining units. Once again, the Government has stepped into our bargaining process, attacking our rights and taking the Employer’s side. We didn’t ask for this fight, but we are ready to face it.

Today, June 12, the Minister of Jobs and Families, Patty Hajdu, has chosen to accept Canada Post’s request to force a vote on the Employer’s May 28 offers for both CUPW bargaining units. The Minister’s decision is yet another assault on our collective bargaining rights, just the latest we have faced in a matter of just months. In December, former Minister of Labour, Steven MacKinnon used section 107 to put our legal strike on “pause,” and section 108 to strike an Industrial Inquiry Commission (IIC).

Yesterday, June 9, our negotiating committees spoke with federal mediators to hear Canada Post’s response to our proposed Terms of Reference for a binding interest arbitration process. Instead of working toward a balanced framework, Canada Post made it clear it is not serious about meaningful arbitration as was requested by the Minister for Jobs and Families, Patty Hajdu. The Employer told us it sees no hope of agreeing on Terms of Reference, refusing to engage in any real discussion.

Today, the negotiating committees continued to work on drafting the Terms of Reference for a binding interest arbitration process to settle new collective agreements for both postal bargaining units.

Today, June 5, the negotiating committees returned to the bargaining table. With the help of federal mediators, the Union is ready to bring these negotiations to a successful conclusion. Our goal has remained the same from day one: to reach new collective agreements that meet the needs of postal workers, while ensuring a strengthened public post office.

Wednesday, June 4, Patty Hajdu, Minister of Jobs and Families, called on both the Canadian Union of Postal Workers (CUPW) and Canada Post to return to the bargaining table. Today June 5, we have started that process, meetings are now underway. The Minister has requested both parties to focus on two key priorities: working with federal mediators to negotiate terms for an arbitration process, and continuing efforts to reach settlements for new collective agreements.

On Tuesday June 3, 2025, CUPW filed an unfair labour practice complaint against Canada Post under sections 94 (1) and 97 (1) of the Canada Labour Code. The complaint stems from the employer bargaining directly with members, knowingly interfering with the Union’s exclusive bargaining rights and purposefully trying to discredit the reputation of the Union.
