Thursday April 4 2019
Day 8 of the arbitration started with the cross examination of letter carrier and negotiating committee member, Stephen Gale. The next witness was Roland Dandy, a letter carrier from Hamilton, ON. Roland testified about having to work overtime on his route almost every day. He attributed this to heavy volumes of parcels and the preparation and delivery of neighbourhood mail. There will be testimony from two experts on one bundle delivery and percentage of coverage.

CUPW and CPC have agreed the 2018 Dental Fee Guide will apply, effective January 1, 2019.
As you will recall, during negotiations CUPW and Canada Post agreed and signed language which stated that, as of January 1, 2019 the 2018 Dental Fee Guide would apply, on
January 1, 2020 the 2019 fee guide would apply and finally January 1, 2021, the 2020 fee
guide would apply.

The retroactive payment that was expected to be on Pay Period 4 has been rescheduled for Pay Period 5.

Days four and five of the arbitration on our collective agreements have now been completed. On February 19, 2019 we introduced evidence related to letter carrier delivery and over burdening. On February 21, 2019, National Union Representative Nicolas Presne testified on the technical aspects of letter carrier work. Following video evidence of Cari-Anne Gordon, a letter carrier from Saskatoon on her route, she testified about the difficulties of using the back-to-back method, particularly in extreme cold. This is just one of the hazards that letter carriers have to deal with.

On February 12th, 2019 the Union introduced its first witnesses in the arbitration of the collective agreements.
Correcting the injustices done to us by the unconstitutional 2011 special legislation, health and safety, overburdening, precarious work and equality are our main focus.

On February 6, 2019, after direction from Arbitrator MacPherson, Canada Post provided its position on the matters in dispute for the upcoming arbitration. Not only did Canada Post roll back from its position in November 2018, it did nothing to improve working conditions for Urban Operations members. Canada Post stated in its February 6, 2019 proposal “CUPW’s goal in bargaining appeared to be to regain what it perceives as “rollbacks” that were agreed to in past rounds of bargaining, and were designed to assist the corporation to remain competitive and financially sound.”

On January 24th we received confirmation from Arbitrator Elizabeth McPherson regarding the issues in dispute that will be argued at Arbitration.
Arbitrator McPherson was appointed by the Government on December 10th, 2018 to arbitrate the RSMC and Urban Collective Agreements as a result of the Back to Work Legislation that was imposed on November 26th, 2018.

Support Postal Banking - Download and Sign the Petition
Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

CUPW negotiators met with Canada Post, March 1 – 2, to resolve our bargaining dispute and achieve new collective agreements for the Urban and RSMC units.
CUPW came to the bargaining table prepared to negotiate collective agreements that will benefit postal workers and strengthen the public post office for generations to come. The Union offered meaningful proposals to help Canada Post expand into weekend parcel deliveries, while protecting full-time jobs. However, the Corporation continued to push for serious rollbacks that would gut our agreements, explode part-time and temporary work, and undermine our full-time jobs.

OTTAWA– Tomorrow, CUPW and Canada Post will be meeting in Ottawa for two days to resume Negotiations.
CUPW is trying to negotiate new collective agreements for both Urban and Rural and Suburban Mail Carrier (RSMC) bargaining units which will both benefit postal workers and strengthen our public post office - now and for future generations.

This weekend, March 1 and 2, CUPW and Canada Post negotiators will reconvene in Ottawa to resume bargaining and trying to secure new collective agreements for Urban and RSMC units. Your National Executive Board and Negotiating Committees remain steadfast in their commitment to reaching fair collective agreements.

The National Constitution sets the basic dues rate for Urban Operations workers at 300% of the maximum hourly rate for the lowest classification within the bargaining unit.
RSMC dues have been set at 1.71% of the wage portion received by each member, to a maximum equal to the dues for Urban members. Some Locals have bylaws for a local assessment over and above the monthly basic dues.

CUPW and Canada Post met with Commissioner Kaplan after the fourth day of hearings of the Industrial Inquiry Commission to discuss the next steps. During this meeting, the Parties agreed to return to a parallel two-day negotiations process on March 1 and 2 to try to negotiate new collective agreements for the Urban and RSMC units. Mr. Kaplan will once again serve as Mediator.

Today, February 20, the Industrial Inquiry Commission resumed for a fourth day of hearings with both CUPW and Canada Post presenting their rebuttals.
The Parties were asked to provide detailed costed proposals for this month’s hearings. While CUPW presented well-thought out and researched proposals, the Corporation repeated the same old talking points without submitting documentation or costing to prove that its proposals could return Canada Post to financial sustainability. The Corporation instead proposed new language.
