September 24 marks the Global Climate Strike. This year, organizers are drawing attention to the multiple and overlapping socio-economic crises – racism, sexism, ableism, and class inequality – that intersect and worsen the climate crisis. Organizers are calling on us to “uproot the system” that privileges the rich and powerful at the expense of the rest of us.

It gives me great pleasure to announce the decision of the National Executive Board with respect to the selection of the Chief Negotiators for the 2021-2022 collective bargaining. Nancy Beauchamp will be Chief Negotiator for the CUPW RSMC bargaining unit and Lana Smidt will be Chief Negotiator for the Urban bargaining unit.

Another of our private-sector bargaining units – Bee-Clean workers in St. John's, NL – has reached its first Collective Agreement (CA). The organizing efforts of the St. John's local are bearing fruit. Not only did they go out and sign the cards, but the local stayed on the case, and invested in the collective bargaining process.

The Canadian Union of Postal Workers stands in solidarity with striking healthcare workers and against the anti-labour government of Jason Kenney and its bid to deeply slash jobs, erode working conditions, and trample union rights. In the midst of the worst pandemic in a century, health workers have tirelessly provided the care needed to the Alberta population. The Kenney government’s plans to eliminate 11,000 unionized healthcare positions, outsourcing them to the private sector, will have the opposite effect, leaving Albertans more vulnerable, and crippling an already fragile economy.

After years of sometimes-contentious negotiations, the members of the Ottawa bargaining unit have a new contract. Tforce Logistics Canada Inc. is a same-day and overnight courier company. CUPW represents TForce workers in six different bargaining units across the country and we gave notice to bargain in December 2017. The Ottawa bargaining unit was the last to get a contract as the employer refused to engage in any meaningful negotiations with the Ottawa workers and CUPW.

The new Collective Agreements imposed by Arbitrator MacPherson address some of our concerns, but also leave some major issues unresolved. This award is a great example of how we cannot resolve our issues with compulsory arbitration. We need free collective bargaining and the right to strike. These rights have always been the power behind our major contractual gains.

We’ve been in bargaining for TForce Final Mile bargaining units since December 2017. The Ottawa unit is the last one yet to get a new collective agreement. The negotiating committee has had two sessions of talks with TForce, most recently February 26th to 28th. We have not, however, been able to reach an agreement. Our next step will be mediation.

Support Postal Banking - Download and Sign the Petition

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

Today, May 21, our negotiation committees received global offers from Canada Post for both the Urban Postal Operation (UPO) and the Rural and Suburban Mail Carriers (RSMCs) bargaining units. The Negotiators are currently reviewing and analyzing the offers’ contents. We will provide a more in-depth analysis shortly, but here are some of the main elements of the offers below...

On Monday, May 19, CUPW issued a 72-hour strike notice to Canada Post. This action was not taken lightly, but it was done for several reasons. The collective agreements for the Urban Postal Operations and the Rural and Suburban Mail Carriers bargaining units, which were extended by the Government in December 2024, are set to expire Friday, May 23 at midnight.

Commissioner Kaplan’s report of the Industrial Inquiry Commission skews heavily in favour of Canada Post’s positions and recommendations. We fundamentally disagree with the bulk of its recommendations and challenge some of the information on which it was based. We have also objected to the entire process, but we felt that we had to participate in order to give voice to postal workers. The report also outlines three possible steps forward after May 22. It is important to note that this is not a done deal. It is up to Minister Patty Hajdu to decide what to do with the report – if anything at all.

May 18 is Tamil Genocide Remembrance Day. Every year, on this day, we remember the Tamil people who have died since 1948 because of the genocide committed against the Tamil people by the Sri Lankan state, including the massacre in Mullivaikkal, Sri Lanka, in May 2009.

We received Commissioner Kaplan’s lengthy report today on bargaining between CUPW and Canada Post. It comes out of the Industrial Inquiry Commission convened by the former Minister of Labour, Steven MacKinnon, under section 108 of the Canada Labour Code.

Canada Post put out a message today to all CUPW members in the Urban Postal Operations and Rural and Suburban Mail Carriers units about benefits coverage and working conditions upon the expiry of the collective agreements on May 22.

This afternoon, Canada Post negotiators informed CUPW that they were leaving the bargaining table, calling it a “temporary pause,” to put together another set of offers. Canada Post would not provide a date for when the Union will receive these proposals. It could be in a few days; it could be next week. Given the seriousness of the matter, it is reprehensible to keep workers and the public on edge when we should all be focused on negotiating good collective agreements that will benefit workers and grow our public service to meet the needs of all Canadians.

The Union has been actively pursuing confirmation from Canada Post that it will respect the post-retirement benefits entitlements of retiring members. The Union was looking to confirm that members who retire will be eligible for post-retirement benefits in the event that the retirement would occur during a labour disruption.
