On December 11, 2013, Canada Post announced large rate hikes and sweeping changes to public postal service, including a decision to take away home mail delivery and force 5 million households to use community mailboxes (CMBs).

On December 7, 2012, Canada Post announced its intent to implement mandatory security screening for all employees, as set out in a “Practice Regarding Security Screening of Personnel,” as of April 29, 2013. Under this process, the employer would subject employees to criminal record checks, and, in some instances, fingerprinting and credit and solvency checks.

Further to the arbitration and arbitrator Burkett’s decisions on the two-bundle delivery method, CUPW and Canada Post agreed to carry out a joint and independent ergonomic study on the two methods for carrying mail that are supported by Canada Post and used by letter carriers in post offices that have undergone postal transformation since 2010. The two methods are: (1) holding the manually-sorted and sequenced mail bundles together in one hand, and (2) holding the manually-sorted and sequenced mail bundles in the hand and across the forearm.

An initial decision had established that the collective agreement, as extended by the Act to Provide for the Resumption and Continuation of Postal Services (C-6) as of February 1st, 2011, was also in effect during the strike and lockout period. However, the arbitrator specified that the application of provisions relied upon to support a grievance must not result in any absurd, inequitable or unreasonable situation, or render unlawful any act committed legally at the time when the collective agreement was no longer in effect.

Currently as CUPW members who work at Canada Post we have a defined benefit pension plan. WHAT IS A DEFINED BENEFIT PENSION PLAN? A defined benefit (DB) pension plan is a plan in which the monthly retirement pension is determined by a set formula, rather than depending on investment returns or the health of the plan. The formula for the Canada Post Pension Plan is determined by our years of service and our earnings in the best five years of consecutive service. For part-time and RSMC workers, years of service are seen as a ratio of full-time hours.

The federal government has only partially protected postal services in the Canada-European Union Comprehensive Economic and Trade Agreement (CETA). Canada took an Annex I reservation rather than a stronger Annex II reservation. An Annex II reservation would have protected existing or future non-conforming measures and allowed for future policy changes. For example, an Annex II reservation would have given the government the policy flexibility to reverse postal deregulation that is not working.

Before going over the recent developments regarding our pension plan, I would like to remind you of the principles that guide the Union in all of its discussions regarding the plan, whether with Canada Post or with the Office of the Superintendent of Financial Institutions (OSFI). Support Postal Banking - Download and Sign the Petition

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

On Monday, December 4, the negotiating committee met with Canada Post to present our opening statement on the program of demands. During this meeting, Canada Post also presented its opening remarks. Their presentation did not clearly define its demands and rollbacks, but instead provided a vague and non-specific outline of topics that they would like to discuss at the bargaining table.

That day, twenty-eight years ago, the horrible face of misogyny reared its ugly head when 14 women were massacred simply because they were women.

On October 16, Canada Post’s pay equity consultant issued, a very disappointing report, which states that there is no wage disparity between RSMCs and urban letter carriers. After reading this report, we initiated the negotiations period set out in the memorandum of agreement on the pay equity study.
