The Canada Post 2016 second Quarter Financial Report has been released and it contains lots of good news for postal workers and for the public. The Report reveals that even without a rate increase for letters, CPC has reported record revenues from operations. It also reported its best financial results since 2010. All indications are that 2016 will be a very profitable year, despite the efforts of management to instruct large volume mailers to avoid mailing in June 2016 in anticipation of a planned lock-out.

As the end of our strike vote mandate looms ever closer, what is Canada Post waiting for? Are they content to sit back and see what we will do on August 25? Do they want us to take some form of strike action so that they can then lock us out? Do they want negotiated collective agreements or do they want to battle this out?

There have been many questions about how the Canada Labour Code applies to our current situation. As you know, we held a strike vote and that mandate is good for 60 days. Our 60-day period ends on August 25, 2016. What are our options at that point?

Negotiations are continuing in an effort to achieve new collective agreements for both the RSMC and Urban bargaining units. The parties are working long hours to achieve this goal. We remain committed to negotiating fair collective agreements, as we have since the beginning of this process. We're encouraged that Canada Post now shares that perspective. We have no plans to issue a 72-hour notice.

The Union continues to be opposed to interest arbitration. As mentioned in previous bulletins, the Union fought against the unfair and unconstitutional legislation that took away our right to free negotiations in 2011 and we won. Why would we give up that right?

On July 7, 2016 Canada Post served the Union with a second 72- hour notice of lockout. This notice takes effect as of 12:01 am on Monday, July 11, 2016. CPC claims that they want to negotiate but they refuse to move on our key issues. Will CPC continue to issue 72-hour notices? In locations across the country, CPC has begun the process of reducing Group 1 part-time schedules to the bare minimum hours and swipe or access cards are being deactivated. What will happen on Monday? Only time will tell.

CPC has effectively refused CUPW’s offer for a 30-day cooling off period to address concerns about “uncertainty” in the mail system and give negotiations a chance to succeed. Instead management is proposing a process of compulsory arbitration to commence 30 days from now. If CPC knows there is a process of arbitration after 30 days they will simply continue to issue ultimatums and use the time to prepare their arbitration presentations. That is a prospect that the Union will not accept.

Yesterday we reported that CPC provided us with letters outlining their response to our global offers, which we presented on July 1st, 2016. CPC’s letters stated that they reject our position and will withdraw their June 25th global offers “in their entirety” at the expiry of any 72-hour notice provided by either party. Last night at 11:47 PM, CPC filed its 72-hour notices of lock-out.

Today, CUPW and Canada Post negotiators met in the presence of the mediators. There was a very frank discussion of the differences between the parties. CPC provided CUPW with a letter outlining their response to the CUPW global offer which we presented on July 1, 2016. The Corporation did not reply in any great deal except to say that it was “disappointed” with the Union’s offer. Instead, the letter of the Corporation states that it will withdraw its June 25th global offer “in its entirety” at the expiry of any 72-hour notice provided by either party. This means that with the exception of the agreement on GPS and the use of Maximo, all agreements and initialled clauses will be null and void. This includes the agreement on householders and any progress made on parcel delivery and any other issue. Other than this threat, CPC had nothing to offer.

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

Today, the negotiating committees continued to work on drafting the Terms of Reference for a binding interest arbitration process to settle new collective agreements for both postal bargaining units.

Today, June 5, the negotiating committees returned to the bargaining table. With the help of federal mediators, the Union is ready to bring these negotiations to a successful conclusion. Our goal has remained the same from day one: to reach new collective agreements that meet the needs of postal workers, while ensuring a strengthened public post office.

Wednesday, June 4, Patty Hajdu, Minister of Jobs and Families, called on both the Canadian Union of Postal Workers (CUPW) and Canada Post to return to the bargaining table. Today June 5, we have started that process, meetings are now underway. The Minister has requested both parties to focus on two key priorities: working with federal mediators to negotiate terms for an arbitration process, and continuing efforts to reach settlements for new collective agreements.

On Tuesday June 3, 2025, CUPW filed an unfair labour practice complaint against Canada Post under sections 94 (1) and 97 (1) of the Canada Labour Code. The complaint stems from the employer bargaining directly with members, knowingly interfering with the Union’s exclusive bargaining rights and purposefully trying to discredit the reputation of the Union.

On May 30, Canada Post sent a letter to Minister Patty Hajdu, responsible for Jobs and Families, asking her to use her power under section 108.1 of the Canada Labour Code to force a vote on the Employer’s latest offers for both bargaining units.

Today, May 30, CUPW met with Patty Hajdu, Minister of Jobs and Families, and John Zerucelli, Secretary of State for Labour. It was our second meeting with them since they were appointed to their positions after the federal election. At the meeting, we shared our thoughts and concerns about negotiations and the recent global offers from Canada Post. We were assured that the Minister would continue to play an intermediary role in the bargaining process but will not intervene at this time.

Media Advisory - OTTAWA - Canada Post’s plan will result in sweeping changes to our public postal system’s regulatory framework. The Corporation’s most recent contract offers to CUPW don’t drop its proposed rollbacks. When combined, this is sure to result in service and job cuts.

Wildfire season is early again this year. Fires are already raging in the northern part of the Prairies, in some Eastern provinces and in more isolated locations across the country. This is simply a reminder that we need to be ready to respond when such a situation arises again this year. In fact, some communities in Manitoba have received evacuation notices, and it is very likely that others will have to be evacuated over the coming weeks. In some part of Canada, the winter was mild with very little precipitation, increasing the risk of outbreaks. Therefore, we must once again be vigilant and ready to take the necessary measures to ensure everyone’s safety.

CUPW launched its postal banking campaign with a giant inflatable piggy bank in downtown Ottawa.
