OTTAWA - Job action in the form of a refusal of overtime will start in the province of Alberta and in the Northwest Territories on Monday morning if no settlement is reached, according to the Canadian Union of Postal Workers. However, the Union wants people to know they’ll still be getting their mail.

OTTAWA - As tense negotiations continue between postal workers and Canada Post management, the rolling overtime ban that was to start after midnight on Sunday has now been put on hold for 24 hours.

The Canada Post 2016 second Quarter Financial Report has been released and it contains lots of good news for postal workers and for the public. The Report reveals that even without a rate increase for letters, CPC has reported record revenues from operations. It also reported its best financial results since 2010. All indications are that 2016 will be a very profitable year, despite the efforts of management to instruct large volume mailers to avoid mailing in June 2016 in anticipation of a planned lock-out.

OTTAWA - Last night, the federal Minister of Labour MaryAnn Mihychuk requested that the Canadian Union of Postal Workers and Canada Post management both agree to a 24-hour extension of timelines, in order to allow for the negotiation of a longer extension and ongoing talks.

Yesterday, the Government proposed that the parties agree to a 24-hour extension of our strike mandate. The NEB agreed to this proposal but Canada Post refused it. How many more times will the Government allow Canada Post management to ignore its requests? The Government also stated that it will appoint a high-profile mediator.

Yesterday we met with Canada Post and the Minister of Labour with the mediators present, to review all the issues in dispute. We were anticipating a different approach, but instead it was the same old rhetoric. Canada Post is maintaining its unacceptable demands rollbacks: precarious part-time and temporary employment, no improvements in staffing, the ability to close all 493 protected CUPW staffed retail locations eliminating up to 1200 full-time jobs, continuing the attack on our retirement security by wanting to increase the cost of retiree benefits and changing to a defined contribution pension plan for all new regular employees and to change the working conditions for all Urban employees. Canada Post’s proposal on pay equity for RSMCs was nothing more than an attempt to complicate and delay that process. Canada Post wants to drag out pay equity with binding arbitration, a process that could take years or even decades. . Surprisingly, Canada Post did not include any demands for growth during its presentations yesterday. Canada Post mentioned nothing about parcels or unaddressed admail or any other way to increase revenues and grow the company. This is not an approach that will lead to negotiated collective agreements.

Today we are meeting with Canada Post and the mediators to identify the key issues for each side that need to be resolved if we are going to achieve negotiated collective agreements. Representing CUPW will be National President Mike Palecek, 1st National Vice-President Jan Simpson, and both CUPW chief negotiators George Floresco and Sylvain Lapointe. CPC will be represented by CEO Deepak Chopra and other senior representatives.

This morning we met with representatives of the Federal Government and Canada Post management to discuss the current state of negotiations. The government was represented by Treasury Board President Scott Brison and senior officials from Labour Canada and Treasury Board. CPC was represented by CEO President Deepak Chopra and other senior representatives. Representing CUPW was National President Mike Palecek, 1st National Vice-President Jan Simpson, and both CUPW chief negotiators George Floresco (also 3rd National Vice-President) and Sylvain Lapointe (also National Director, Metro-Montreal Region).

Support Postal Banking - Download and Sign the Petition
Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

As per our previous bulletin, CUPW members continue to raise serious concerns about the email sign-up process being conducted by Canada Post on behalf of the Canada Industrial Relations Board (CIRB). According to the CIRB, this is being done:
“To ensure receipt of your PIN necessary to vote, by email, the Board is requesting that everyone update their email address... The deadline to update your email address is Monday, July 7, 2025, at 11:59 p.m. (ET).”
The Union has asked for an extension, but we do not yet know if one will be granted. We are concerned that Canada Post is focused on speed rather than ensuring members get access to vote.

CUPW members have always had a voice. Canada Post is acting like you don’t by saying this vote provides you with an opportunity to have a voice. But this forced vote is an attack against CUPW’s right and ability to represent you and it violates our long-standing democratic processes that were created by CUPW members just like you.

Yesterday July 2, hearings for our unfair labour practice complaint against Canada Post started at the Canada Industrial Relations Board (CIRB). Hearings continued today, July 3.
Our complaint is under sections 94 (1) and 97 (1) of the Canada Labour Code. Yesterday, we brought evidence to the CIRB to show that Canada Post has chosen to bargain directly with members and undermine the Union’s exclusive bargaining rights, all while trying to discredit the Union’s reputation.

On June 30 1981, CUPW members from sea to sea to sea went on a nationwide strike. One of the main issues in the strike was a maternity leave top up –or paid maternity leave so that women would not lose money when they took leave to have children.

We have received a number of concerns from members who are trying to update their email addresses for the so-called final offer vote. It has only been one day since we received that directive from the Canada Industrial Relations Board (CIRB).

As you are aware, on June 12th, 2025, the Minister of Jobs and Families ordered the conduct of a vote on Canada Post’s final offers from May 28th, 2025 for the Urban and RSMC bargaining units and has directed that the CIRB be in charge of conducting said votes.

Canada Post intends to attack our job security in upcoming rounds of bargaining.
They made this crystal clear in their submissions to the Industrial Inquiry Commission (IIC) chaired by William Kaplan. They are actively rolling out automation at work sites.

Canada Post says its wage offer provides for a pay increase of 6% in the first year followed by increases of 3%, 2% and 2% in subsequent years. CUPW says CPC’s offer for the first year does not come close to being a pay increase of 6%. Who is telling the truth?

Today, June 20th, 2025, we had our first meeting with the Canadian Industrial Relations Board (CIRB) to discuss details of the upcoming government-imposed vote on Canada Post’s May 28th, 2025 final offers for both postal bargaining units. The meeting was virtual and hosted by the CIRB and lasted about one and a half hours.
This meeting was scheduled for preliminary discussions to address some aspects of the process regarding the way the vote would be conducted. The subject identified by the CIRB to be on the agenda were as follows

In its efforts to convince postal workers to accept its so called “best and final offer”, Canada Post claims to have dropped many of its original proposals for rollbacks. It says it no longer has plans to put all new employees on defined contribution pensions. It says its proposals will not end route ownership for letter carriers and RSMCs. It says it is not attacking job security. It even says it is no longer demanding higher premiums for retiree benefits.
What it does not say is that it has plans to bring every one of these rollbacks back to the negotiating table.
