Post offces everywhere are changing with the times. People are sending fewer letters through the mail, which has affected the revenues of post offces around the world. Some postal systems have raised prices or cut services and jobs, as Canada Post did when the Conservatives were in power. But post offces in many other countries have expanded their services and branched out into new avenues in order to make more money.
It’s time for Canada Post to make full use of its presence in every community and add new revenue-generating services.
The federal government’s 2016 review of Canada Post was concluded last week with Public Services and Procurement Minister Carla Qualtrough’s announcement of a vision for the future of Canada Post based on the review. The Minister presented the vision as putting service to Canadians at the heart of Canada Post Corporation’s (CPC) renewed mandate.

This morning, after a year of review and another year of delays, the federal government finally made public its vision for a renewed Canada Post. Some four million households can now rest easy that their door-to-door service will not be cut, but more than 800,000 are still out in the cold.
This week, the Canadian Union of Postal Workers issued notice to bargain to Canada Post for both of our major bargaining units. After years of raucous labour-relations, attacks from government and violations of our constitutional right to free collective bargaining, there are many issues that must be resolved. The Urban Operations unit and the Rural and Suburban Mail Carriers unit will again meet the employer as one committee. Rural-Urban solidarity is key to achieving our demands.

Our National Executive Board has prepared this paper to facilitate a discussion with members – a discussion that will develop collective bargaining demands for the 2017-2018 negotiations. Currently the Urban Postal Operations unit (UPO) and the Rural and Suburban Mail Carriers (RSMCs) are under two distinct Collective Agreements (CAs). CUPW will eventually unify these units. Some sections below will lead to demands that either affect one CA or the other (should we not to gain unity in this round), or else create classification-specific language in a unified CA.
Dear Prime Minister: I am writing to raise concerns about the government’s failure to live up to its commitment to consider all possibilities for Canada Post’s future.
OTTAWA – While the parliamentary committee on the future of Canada Post is recommending the restoration of home delivery for some who lost it under the Conservatives, there’s no mention of a postal bank, which many said would be a good move for Canada Post to reinforce its profitability.

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.
Canada Post put out a message today to all CUPW members in the Urban Postal Operations and Rural and Suburban Mail Carriers units about benefits coverage and working conditions upon the expiry of the collective agreements on May 22.
This afternoon, Canada Post negotiators informed CUPW that they were leaving the bargaining table, calling it a “temporary pause,” to put together another set of offers. Canada Post would not provide a date for when the Union will receive these proposals. It could be in a few days; it could be next week. Given the seriousness of the matter, it is reprehensible to keep workers and the public on edge when we should all be focused on negotiating good collective agreements that will benefit workers and grow our public service to meet the needs of all Canadians.
The Union has been actively pursuing confirmation from Canada Post that it will respect the post-retirement benefits entitlements of retiring members. The Union was looking to confirm that members who retire will be eligible for post-retirement benefits in the event that the retirement would occur during a labour disruption.
Many members and their dependants are on prescription drugs commonly known as maintenance drugs or long-term medications. These are drugs you may take on a regular basis to treat conditions such as high cholesterol, high blood pressure or diabetes.
As reported in Negotiations Bulletin #75, CUPW and Canada Post returned to the bargaining table on Wednesday and Thursday this week in Ottawa. The meetings were facilitated by two Mediators from the Federal Mediation and Conciliation Services (FMCS) who are very familiar with our file.
