Tuesday June 19 2018
On May 31, 2018 we received the pay equity decision from Arbitrator Flynn. On the same day, Jessica McDonald, Chair of the Board of Directors and Interim President and CEO, issued a statement in which she promised that CPC was “committed to acting “swiftly and diligently” with CUPW to resolve the issues.

On June 6, 2018, the bargaining committees of both parties met with CUPW National President Mike Palecek and CPC Chairperson and Interim President Jessica McDonald. The meeting had been requested by Canada Post to permit Ms. McDonald and National President Mike Palecek to articulate their perspectives on the current negotiations, the recent Pay Equity Award and the ongoing Pay Equity process.

In a previous round of bargaining, Canada Post Corporation’s Chief Negotiator for the RSMC unit called the RSMCs a ‘competitive advantage,’ referring to the cost savings Canada Post realized from the wage gap between RSMCs and Urban unit letter carriers. Now Canada Post must eat those words.

In her 176 page decision, Arbitrator Flynn accepted the “derived hourly rate” methodology proposed by CUPW and rejected the point of call approach proposed by Canada Post Corporation. She stated: “the Tribunal comes to the conclusion that the Corporation’s methodology must be rejected. It is not reasonably accurate nor is it reliable. Rather, it is fundamentally flawed and , consequently, produces so-called compensation results that do not correspond to the employees’ respective realities in light of all the evidence that was adduced in this case.”

Rural and Suburban Mail Carriers Ruled Equal to Letter Carriers in Landmark Pay Equity Case - Ottawa – Rural and Suburban Mail Carriers (RSMC) earned a long-awaited victory, as an arbitrator ruled they do work of equal value to urban letter carriers and that there is a wage gap between the two groups. Arbitrator Maureen Flynn also rejected how Canada Post assessed RSMC compensation, accepting instead the methodology presented by the Canadian Union of Postal Workers (CUPW).

Bargaining for a Better Future at Canada Post - Over the last several years, postal workers have faced attacks from both management and the Government. When we first launched the Save Canada Post campaign, many said that it was a lost cause. Even some of our allies didn't think it was possible to stop the cuts that had been announced. It's a good thing we didn't listen to them! After years of mobilization, we finally succeeded in defeating Harper's agenda and saved door to door delivery.

Summer brings opportunities for Locals to get involved in events and spread our campaign messages: participating in community fairs, movie nights, parades and barbecues are just a few examples of positive and energetic places for actions – and to have a little fun with our neighbours while drumming up support.

Today the Union was notified by Arbitrator Flynn that her decision on the Pay Equity dispute will be released sometime on Thursday, May 31st. It is expected that the decision will be lengthy and complicated. The Union intends to analyze the conclusions of the decision and its impact on the membership as soon as possible and distribute the results through our various means of communication.

As mentioned in our previous bulletin, the parties have been meeting in sub-committees. The goal is to achieve some of our demands before the more intensive phase of negotiations, which is set to start on June 4. In short, we want to create momentum.

Support Postal Banking - Download and Sign the Petition
Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Download and sign the petition urging the Government of Canada to instruct Canada Post to add postal banking, with a mandate for financial inclusion.

CUPW's National Executive Board and the Negotiations Committee met with Canada Post on Thursday, May 16 to discuss the Corporation’s 2023 Annual Report.
Canada Post Corporation repeated what it had already told CUPW negotiators last week: that it is not interested in alternate day delivery. Canada Post continues to give us one story, and the public and media another.

Wildfire season is early again this year. Fires are already raging in northern British Columbia and Alberta, and it is very likely that many communities will have to be evacuated over the coming months. In some part of Canada, the winter was mild with very little precipitation, increasing the risk of outbreaks. Therefore, we must once again be vigilant and ready to take the necessary measures to ensure a safe environment for everyone.

Following Arbitrator Burkett’s decision on May 25, 2023, the parties agreed to a Memorandum of Agreement (MOA) as well as amendments to Chapter 7 of the LCRMS.
The MOA does not grant retroactive payment as of the date of implementation of a restructure for grievances relating to loading and unloading time. This aspect is also covered in Arbitrator Burkett’s decision.

In early 2023, the Corporation announced that the Supervisor’s Incident Investigation Report (SIIR) would be replaced by the Hazardous Occurrence Investigation Report (HOIR), also known as ESDC LAB1070. The new report must be completed jointly by employer and union representatives following the joint investigation.

In December 2021, CPC presented CUPW with its five-year plan for mental health in the workplace. With this plan, the Corporation aimed to identify problematic situations in order to meet its obligation to ensure healthy and safe working conditions, both physically and psychologically. This plan also relied on the support of our Social Stewards’ Network to succeed.

Sister Megan Whitfield, a long-time postal worker and activist, possessed all the qualities and so many more. Sister Whitfield was a mentor and friend to many, and she dedicated her life to improving the lives of working people.
