On Monday, November 19, Canada Post responded to our November 17th global offers.

As of 6:00 p.m. today, we have not received any communications from the Canada Post Negotiating Committee with respect to the offers we presented yesterday evening. Nor have we received any reply from the Minister of Labour to our request that she appoint a mediator to assist the parties. We will keep you informed as developments occur.

On Saturday, November 17, 2018 we responded to Canada Post’s November 14th global offer by presenting them with a global offer that addresses our needs and our demands. A Negotiated Collective Agreement is Possible - We believe that our proposal can be the basis of a collective agreement. To that end we have requested that the Minister of Labour appoint a mediator to assist the parties to negotiate a collective agreement.

Our National Executive Board and the negotiating committee have been reviewing Canada Post’s latest offers. It’s clear they’ll have to do better – these offers are not a basis for settlement. The union is preparing a response. While we do that, the NEB thanks all members for the hard work that you have been doing to hold the line.

Canada Post has been saying in the media that they have offered “job security”. What Canada Post has offered is not real job security for the RSMCs whose jobs might be eliminated.

Your negotiating committee has now had an opportunity to review and analyze the latest global offer that we received from Canada Post on November 14, 2018 in the afternoon. Canada Post says this latest offer will expire at 11:59 pm on Saturday, November 17, 2018. Canada Post has made some movements towards addressing our key priorities, however, we have a long way to go to achieve a negotiated collective agreement.

There are many key issues missing, in addition to unacceptable proposals from Canada Post.

Canada needs a postal bank. Thousands of rural towns and villages in our country do not have a bank, but many of them have a post office that could provide financial services. As well, nearly two million Canadians desperately need an alternative to payday lenders. A postal bank could be that alternative. Friday February 21 2025
CUPW and Canada Post met with Commissioner Kaplan after the fourth day of hearings of the Industrial Inquiry Commission to discuss the next steps. During this meeting, the Parties agreed to return to a parallel two-day negotiations process on March 1 and 2 to try to negotiate new collective agreements for the Urban and RSMC units. Mr. Kaplan will once again serve as Mediator.

Today, February 20, the Industrial Inquiry Commission resumed for a fourth day of hearings with both CUPW and Canada Post presenting their rebuttals. The Parties were asked to provide detailed costed proposals for this month’s hearings. While CUPW presented well-thought out and researched proposals, the Corporation repeated the same old talking points without submitting documentation or costing to prove that its proposals could return Canada Post to financial sustainability. The Corporation instead proposed new language.

Bar charts are calculated from September 1 to August 31 annually. Because of the strike, which took place from November 15 to December 13, 2024, there were only nine working days each in November and December. In this case, we concluded an agreement with Canada Post, similar to the one reached in 2018, to exclude those 22 days from the bar charts calculations.

Today, February 19, the Industrial Inquiry Commission held its third day of hearings. We received an update on the number of submissions made to the Commission before the public deadline – approximately 900! The Commission hopes to have these all made available to the Parties by Friday.

OTTAWA - Today, the Canadian Union of Postal Workers will continue to present its case during two days of hearings at the Industrial Inquiry Commission in Ottawa.

On February 19 and 20, the second round of hearings of the Industrial Inquiry Commission will be held in Ottawa. The format for these hearings will be similar to the first. Commissioner Kaplan has asked both CUPW and Canada Post to provide him with written submissions before the hearings begin.
